Division 10 submittals on multifamily projects are reviewed less carefully than flooring or cabinet submittals because the individual products, toilet paper holders, towel bars, mailboxes, are less visible in the project cost and less familiar to the GC’s project management team. The result is submittals that are approved with missing information, products that arrive at installation that do not match the specification, and ADA compliance items that are not confirmed until the accessibility specialist arrives for certification.

A thorough Division 10 submittal review takes less time than most other submittal reviews and prevents the most consistent category of late-project corrections. Understanding what a complete Division 10 submittal should contain, what is commonly missing, and what questions to ask before approval makes the review process effective.

What a complete Division 10 submittal must include

Toilet accessories. Product data sheets for each accessory type, including toilet paper holders, towel bars, robe hooks, grab bars, and shower accessories. Each product data sheet should identify the manufacturer, product name, model number, finish, and mounting hardware. For grab bars, the product data sheet should confirm the load rating, which must support 250 pounds applied in any direction per ADA Standards.

Toilet partitions. Manufacturer’s cut sheets or product data sheets identifying the partition material (powder-coated steel, solid plastic, or phenolic), the configuration type (floor-mounted overhead-braced, ceiling-hung, or floor-to-ceiling), the finish color, and the mounting hardware. The submittal should include a layout plan for each restroom showing compartment dimensions and confirming that at least one accessible compartment meets ADA dimensional requirements.

ADA signage. Product data sheets for each signage type, including room identification signs, restroom gender designation signs, and elevator lobby floor designation signs. Each product data sheet should confirm the character height, raised character construction, Grade II Braille placement, contrast ratio, and available mounting heights. The submittal should include a mounting height plan for each sign type showing the specified mounting height relative to the finished floor and confirming compliance with the 48-to-60-inch ADA requirement.

4C mailboxes. Product data sheets confirming USPS 4C compliance, including the rough opening dimensions, minimum mounting depth, tenant compartment count, and parcel locker count. The submittal should confirm that the parcel locker count meets the USPS minimum of one per ten tenant compartments.

Fire extinguisher cabinets. Product data sheets identifying the cabinet type (recessed, semi-recessed, or surface-mounted), the rough opening dimensions for recessed and semi-recessed types, the mounting depth, and whether the cabinet is listed by an approved listing organization. The submittal should confirm that the rough opening depth is achievable in the specified wall construction.

Knox boxes. Product data confirming the specific Knox box model and the keying system. Documentation that the fire authority location approval process has been initiated, with the projected approval date.

Wire shelving. Product data for the shelf system including bracket spacing, maximum span between brackets, weight rating, and anchoring approach for the wall construction type on the project.

What is missing from most Division 10 submittals

ADA grab bar load rating. Many submittals include grab bar product data sheets that do not explicitly state the load rating. A grab bar that does not have a documented 250-pound load rating has not been confirmed compliant with ADA Standards. Return the submittal and require explicit load rating documentation.

ADA signage mounting height plan. The signage product data sheet confirms the product characteristics. The mounting height plan confirms that the specific product, with its specific sign height, will be mounted within the 48-to-60-inch ADA range at each location. These are two separate documents, and the mounting height plan is the one most commonly missing. Return the submittal and require a location-specific mounting height plan.

Knox box location approval documentation. Most submittals list the Knox box model without documenting that the fire authority location approval process has been initiated. For projects where the Knox box is a certificate of occupancy item, missing location approval is a real schedule risk. Require documentation of initiation before approving the Knox box submittal.

Fire extinguisher cabinet rough opening dimensions. The cabinet product data sheet commonly appears without the rough opening dimensions that the GC needs to communicate to the framing crew. Require rough opening dimensions as a separate deliverable from the fire extinguisher cabinet product data.

Confirming finish consistency

The Division 10 submittal should confirm that all accessory finishes, including toilet paper holders, towel bars, and grab bars, are in the same finish specified by the project’s hardware finish package. If the hardware finish package specifies matte black, the Division 10 submittal should identify all products in matte black with explicit model numbers, not “matte black equivalent.”

Compare the Division 10 finish selections against the Division 6 cabinet hardware finish and the Division 22 plumbing fixture trim finish before approving. A finish inconsistency identified at submittal approval costs nothing to correct. The same inconsistency identified at installation requires product return, reorder, and delivery delay.
